Quoting and Enrolling through Healthcare.gov You are not required to enroll in a plan through Healthcare.gov. However, if you are a qualified small employer then enrolling in a Healthcare.gov qualified plan is the only way to preserve your opportunity to claim the Small Employer Tax Credit. Qualified small employers are those with less than 25 full-time equivalent employees (FTEs), have an average annual wage of less than $50,000 and which contribute at least 50% toward the cost of the employee-only premium.
